Perhaps it's because I live in a state where front license plates are required, but I received mine with front plates (well, no plates yet, but you know). I assume the dealer added it when it arrived from Japan, but I don't know.
Not sure how well you can see it, but it's only screwed in at the top. (ETA: Then again, it's only screwed in at the top of the back one too)
