Supposed to have one here in Idaho as well but I've been driving it for over 9 months with out one and have not gotten in any trouble for it. I think that as long as you don't get pulled over for something else, it shouldn't be problematic. And even if you do, odds are the cop won't notice since they would rarely walk to the front of your car.
