If you "just" got the CPO the dealer should have taken care of a stained interior. Take it back to them to freshen up the interior to BMW standards. As for the front bumper - are you not required to have a front plate? If that's the case - same thing ... ask the dealer to refinish the front bumper - it's probably a $100 job for them to do it properly,
I live on the coast in Mississippi and this past Friday I flew to New Jersey to get the car. I wanted a low mileage ~20k CPO with the naturally aspirated inline 6 mated to a manual transmission. That combination made it very difficult, added to the fact I didn't want black, to find one. I drove 1300+ miles home and with that ahead of me I didn't want to have any work done that day. I "just" got it.
Really strange too, the car wasn't that clean on the inside. I washed it when I got home and did a little towel work to it, but still the inside could be a helluva lot cleaner. Air vents, above the steering wheel, in the console...really looks like it wasn't cleaned that well at all.
I'd pay a local dealer $100 to fix these issues, but somehow I don't think that's an option.
It's a but overcast and the color makes it difficult to see, but:
Pillar (again, it looks worse than the photo shows):
